Saluda City Officials

Mayor - Fred Baisden

I grew up in Gordon, GA and graduated from Georgia Southern University in Statesboro, GA in 1972, with a BS in Industrial Management. I have been married to Terry Stubbs since 1971, and we have two sons.

I worked for Milliken and Company in Spartanburg, SC from 1972 until 1976 in various management positions.

I began working for Abbott Laboratories in Laurinburg, NC in 1976, and spent five years in production management and human resources. My career in sales with Abbott began in Simpsonville, SC as Divisional Manager in 1982.

I retired from Abbott in February 2006 after 30 years of service. We made Saluda our permanent residence in February 2007, after renovating a family home which we inherited from my Uncle and Aunt, Roy and Mary Baisden.

Prior to being elected Mayor, I spent two years on the Saluda Planning Board. While working on the Planning Board and attending monthly Commissioners meetings, I decided that I wanted to get involved in the day-to-day activities of the City government. As a part of the City of Saluda's governing body, we want to improve the infrastructure and lower cost for our residents.

Commissioner - Leon Morgan

I was born in the Piney Grove section of Saluda in 1944 and lived in the Mountain Page Community until I married Judy Anderson in August of 1963 and we moved to our current home on Poplar Street. We have three wonderful daughters-Tammy, Tangela, and Tonya, all of whom attended Saluda School and graduated from East Henderson High School. We also have two granddaughters- Scarlett & Cynthia, and one grandson- Lathan, all of whom live in Saluda.

I am a Saluda High School graduate, and I served in the US Army from 1966 to 1968 in Vietnam before being honorably discharged as Sergeant E-5.

I have been in the construction trade and furniture business for over 40 years. Some of the pieces of furniture that I have built have been featured in Southern Accents in September of 1995 and Southern Living in October of 1990. I received my NC Contractor's license in 1971 and my Real Estate license in 1992.

I served on the Saluda Planning and Zoning Board for three years, and I am presently serving my third term as City Commissioner.

I am the owner of a retail business called Somewhere In Time which is located on Main St. in Saluda. Most recently, my family and I re-opened the historic M.A. Pace General Store as well. By being a business owner on Main St., I hear and understand the daily concerns of local citizens, and I feel that as a City Commissioner, I have made a difference to preserve the Saluda that I know and love for future generations.

Commissioner - Johnnie Kinard

Born and raised in Texas, BA, MBA & JD from University of Texas. I worked for the State Legislature as Legislative Assistant, Asst. Sergeant at Arms, Asst. Secretary of the Senate and Liaison from Gov. Office to Dept. of Public Safety & Texas Rangers. I moved to Saluda in 1982. I am proud to be a 3rd generation Saluda resident. I was elected to City Commission in 1999 and have served as Police Commissioner since then, as well as serving two years as Mayor Pro Tem. I am currently serving my fourth term as Commissioner. I am now retired. I was widowed in 2008. I have two children, Scott who lives in Saluda and Kelly, my daughter and three grandchildren who live in Texas.

My main concern is to be a representative of all Saluda citizens regardless of my personal beliefs. A representative is just that, they represent the people. We are responsible for the wise expenditure of taxpayer’s funds. During my tenure the Police Department has been consistently under budget. Right now Saluda’s main concerns are the economy, proactive budget management and water resources.
